Sealed bids will be received by the Treasurer, Anthony Wayne Local Schools (AWLS), 9565 Bucher Road, Whitehouse OH 43571, until 2 p.m. local time on Apr 10, 2018, for the Monclova and Waterville Primary Schools Additions and Renovations based upon Contract Documents prepared by SSOE Group. Bids will be opened and read immediately afterwards. All bids must include a Bid Guaranty as described in the Instructions to Bidders. No bid may be withdrawn within 60 days after the bid opening. AWLS reserves the right to waive irregularities in bids, reject any or all bids, and investigate bidder responsibility.
The Anthony Wayne Local Schools is in the process of finalizing the plans for all construction and renovation projects that were made possible through the approved bond issue. Within this calendar year, community members will see several projects approved and started in the District. I would like to share with you a brief update of where we currently are in this process.
General Operational Improvements
We have already started this part of the bond issue by making improvements to several of the District’s facilities. For example, this past summer, the roof at Waterville Primary was replaced and we began replacing lockers at Fallen Timbers Middle School. This next summer we will continue replacing the lockers and will also replace the existing campus parking lots’ lighting and parts of the sewer and water lines on the campus.
Main Campus Parking/Traffic Improvements
The District will seek bids for the improvements to the main campus parking lots and traffic drives over the next two months. We are hopeful that the improvements will be completed before the start of the 2018-2019 school year.
New Operations Building
The District is seeking bids for the new operations building at this time. We are hopeful that a successful bid will be awarded at the February Board of Education meeting. We are hopeful that the building will be completed by September 1st, 2018.
Waterville Primary Office Renovations, New Classrooms, and Parking/Traffic Improvements
The District has submitted the Waterville Primary site plan to the City of Waterville’s Planning Commission for review; this will take place at their January meeting. We are hopeful to seek bids this spring with a potential completion date in the summer of 2019.
Monclova Primary New Office Space, Classroom Renovations, and Parking/Traffic Improvements
The District has submitted the Monclova site plan to Monclova Township for their review. We are hopeful to seek bids this spring with hopes that it will be completed in the summer of 2019.
Fallen Timbers New/Renovated Office Space
The District plans to present the plan for the proposed changes to Fallen Timbers Middle School to the Village of Whitehouse Planning Commission for their review within the next two months. We are hopeful to seek bids for this project this spring with a potential completion date prior to the start of the 2019 school year.
Junior High Office/Media Center Relocation/Renovation and Classroom Renovations
The District plans to present the junior high construction plan to Village of Whitehouse Planning Commission for their review within the next two months. We are hopeful to bid this project out in the spring with a potential completion date prior to the start of the 2019 school year.
High School New Office, Auxiliary Gym Repurposing to Multi-Use Spaces, New Auxiliary Gym Construction, Cafeteria Renovation and Expansion, and Classroom Renovations
The construction documents for all of these projects will be presented to the Village of Whitehouse Planning Commission for their review within the next two months. A portion of this project calls to convert the current study hall into classrooms, we are hopeful to seek bids for this part of the project in the spring with the hopes that it will be completed prior to start of the 2018-2019 school year. We plan to seek bids for the remainder of the projects at the high school in the spring with a proposed completion date being the summer or fall of 2019.
New Whitehouse Primary
In 2017, School District staff worked with SSOE personnel to finalize the site and floor plans for the new building to replace the existing Whitehouse Primary building that was first constructed in 1932. In doing so, we have gone through proposals that would meet the needs of the District along with meeting the legal requirements associated with the construction of a new building. The Village of Whitehouse planning commission was presented the Whitehouse Primary site plan for their review at their January meeting.
The plan presented to the Village of Whitehouse Planning Commission shows the location of the new building along with the removal of the existing building. While we attempted to keep the current building, the removal of this building is required to meet the zoning and stormwater detention requirements for the new school building. Based on the work of the SSOE engineers and architects, we are not able to build the new building and keep the current building and meet the legal requirements for this project. In addition to meeting the legal requirements, the removal of the building allows adequate space for transporting students safely to and from the school building by parents and school buses.
The land where the current building is located will be used for a bus loop for dropping off and picking up students, detaining storm water for the building property, and a parking area for the new building. In addition, the area will have a walking path for students, staff, and the community to use.
The District plans to honor the history of the current building by using parts of the current building in the construction of the new building. In addition, a mural is planned that will not only show respect to the history of the current building, but also to the Village of Whitehouse. The District will also continue to display pictures of past classes in the new school building.
The District will seek bids for this project this spring and would like to start construction this summer. Students would remain in the current building while construction is taking place on the new building. The goal would be to finalize construction of the new building within 18-24 months from the start date.
Central Administration Office Detention Pond, Parking Lot addition, and Athletic Practice Fields
The District is planning to develop two athletic practice fields on the Central Administration property. They will be located east of the central office building along with a parking lot that will be near the front entrance of the property. This additional parking lot will be used by those visiting the central office, those who will use the practice fields, and community members who want to use the Metroparks trail.
The Central Administration Office property is currently using a detention pond that is located on the property of the Steeplechase Development. With the addition of the soccer practice fields, the parking area, and future use of this property, we feel it is within our best interest to construct our own detention pond between the central office building and the Metroparks trail that runs parallel to Bucher Road. The funding for these projects is not generated by the bond issue; it comes from existing permanent improvement funds. The District will seek bids for this project within the next two months and we are hopeful to have this project completed in the summer. We are hopeful to start using the practice fields in 2019.
